The SEC have no jurisdiction over funds moving from one account in a bank to another.
while it might be a flag.. the bank themselves didn't flag it
the bank themselves told me it was not a bad idea to move funds out of that account until I got back to the USA and we could close that account

the sec was alerted by PayPal that PayPal accidentally released funds.. and the sec quickly asked the court for motion to freeze my assets as soon as they learned PayPal sent the money to my bank
they couldn't seize the money while PayPal held it ..
but once it came to my bank they acted quickly
